Chimp Comedy Brings the Blues

Costumed chimps used to make me grin ear to ear when I saw them on TV. Now I realize there?s little that separates that delight from coveting a Chinese potion made from rhino tusks. It is sad to lose this pleasure, but somehow I?ll manage.

After a visit to Tacugama Chimpanzee Sanctuary in Sierra Leone, I knew my days of snickering at chimps imitating actors were over. As it turns out, many other non-Africans have delighted in chimps before me. Since 1950, the small West African country exported more than 2,000 live chimps to the US, Japan, and Europe for the entertainment industry and for biomedical research. A law restricting such exports was passed in the eighties, but chimps continued to be owned within Sierra Leone, typically by tourists and expatriates including Peace Corps volunteers [reference 1]. A young chimp sells for US$61 on average, which is a pretty price in a country where most people survive on less than $1 per day.

Young chimps are super cute! But as they age, the jungle within appears. They flip tables, tear down drapes, and occasionally attack. A grown chimp is far stronger than a grown man, and it bears fiercer teeth. (Remember when Travis the chimp, a former star in Coca Cola and Old Navy commercials, mauled Charla Nash in Connecticut?) People tend to ditch their pet chimps once they?ve grown, but these human-raised creatures can no longer fend for themselves in the wild, and zoos often turn them away because they do not know how to integrate within chimp society.

Thus, in 1995, an accountant in Sierra Leone, Bala Amarasekaran, established Tacugama Chimp Sanctuary to rehabilitate orphaned chimps, and to advocate against the chimpanzee pet trade. Some of the sanctuary?s chimps are donated by expatriates who no longer want their pets. Others are discovered within cages in abandoned houses, or chained by the road for sale. More recently, authorities confiscate illegally owned chimps because of a 2007 law prohibiting the capture, killing, or possession of chimps in Sierra Leone, and bring them to Tacugama.

A skinny Sierra Leonean man with a lazy eye and a warm demeanor named Moses Kappia led my tour of Tacugama Sanctuary. As we watched chimps howl and bounce through various rehabilitation enclosures, we talked about the history of the sanctuary.

When Kappia arrived at Tacugama 16 years ago, he watched it blossom with start-up donations from the European Union. Soon after, the sanctuary struggled to survive as civil war ripped through Sierra Leone. In 1997, rebels broke into the sanctuary and threatened to kill the chimpanzees for food, but Kappia and the few remaining staff convinced them to spare the animals. Instead, the rebels stole their belongings, their food, and the food and medicine intended for the chimps. The rebels returned again during that brutal, 11-year ?blood diamond? war, and again Kappia defended the chimps.

As the war wound down in 2002, Tacugama joined together with other African primate sanctuaries in the Pan African Sanctuary Alliance. They still struggle for funds, but manage to care for nearly 100 orphaned chimps that now frolic in their fenced-in slice of jungle.

Ali, my taxi driver, accompanied me on the tour. Inspired by Kappia, he vowed to report any chimps he discovered being sold or kept. And on the ride home, Ali said that he?d let any ?white people? in his taxi know that he could take them to see (not buy) the chimps ? just a 20 minute drive from the capital city of Freetown.

Back in the US, I?ve taken note of the Captive Primate Safety Act that has languished in Congress since 2007. It seeks to protect monkeys, chimps and other primates from the exotic pet trade in the US. The Humane Society suggests that people urge their legislators to support the act when it is reintroduced next year.

Kappia managed to convince rebels notorious for rape, amputations, and other crimes against humanity to leave the chimps alone. So when he asked me why our civil society continues to allow chimp pets and promotes chimps as entertainment despite the harm that then befalls our closest cousins, I felt lame answering, because we think it?s funny.

Windows 8 Sells 40 Million Licenses in First Month

The numbers are in for the first month of the Windows 8 operating system and things are looking not too shabby for the Microsoft venture despite assertions stating otherwise. According to reports, some 40 million licenses were sold in the first month, meaning that it?s outpacing Windows 7 in terms of upgrades.

Of course, Windows 7 moved 60 million copies in its first 10 weeks. An estimated 40 million licenses of that were sold in the first month, too, so the numbers certainly appear to be quite comparable if not exactly the same. It?ll depend on how Windows 8 continues to pace itself.

A lot of the discussion has?centred?on the issue of cost. The Windows 8 upgrades are much cheaper than the transition to Windows 7. Microsoft is currently selling upgrades to 8 in the range of $39.99, depending on market locale, and that could mean that some users are purchasing the upgrade but not installing it yet.

Many are presumably just fine with how Windows 7 has been doing and have no intentions of moving on to Windows 8, but they?ve taken the relatively affordable Windows 8 as a sort of failsafe in case things start to roll in the direction of the newer operating system.

Offering Windows 8 at such an inexpensive price could very well harm Microsoft?s bottom line, at least when it comes to overall revenue, and it certainly won?t compete on grounds of cash alone with the likes of Apple. Some have even taken to calling Windows users ?cheapskates,? based in part at least on the idea that so many apps in the Windows 8 Store are free. Nothing like a little dumb rivalry.

This could turn out well for Microsoft in the end, but it could also spell disaster in a land where revenue is king. The company may be able to convert a good number of people to its Windows 8 operating system after wearing them down for a while, but if many potential users are buying in when the prices are low Microsoft might have trouble gathering more cash.

In contrast, Apple sold 40 million iPads in all of 2011. OS X has about 66 million users in total. From this, it?s fair to conclude that reports of the death of the PC market have been greatly exaggerated ? at least for now.

Warren Buffett calls for a minimum tax on the wealthy

(Reuters) - Warren Buffett, the legendary investor who changed the debate about U.S. tax reform in 2011 with a call for the rich to pay more, is now calling for minimum tax rates for millionaires.

In a New York Times editorial printed on Monday, Buffett suggested Congress move immediately to implement minimum taxes of 30 percent on incomes of $1 million to $10 million and 35 percent above that.

"A plain and simple rule like that will block the efforts of lobbyists, lawyers and contribution-hungry legislators to keep the ultra rich paying rates well below those incurred by people with income just a tiny fraction of ours," Buffett wrote.

"Only a minimum tax on very high incomes will prevent the stated tax rate from being eviscerated by these warriors for the wealthy," he added.

The new push is in keeping with the one he made in the same newspaper in August 2011, in which he decried the "coddling" of the super-rich. He used himself and his secretary as an example, noting that her tax rate was much higher than his even though her income was just a tiny fraction of what he made.

"Warren Buffett's secretary" became a political meme following that editorial, and the said secretary, Debbie Bosanek, was ultimately a guest of President Barack Obama at this year's State of the Union address.

The 2011 editorial spurred Obama to seek the implementation of what he called the "Buffett Rule," which set a 30 percent tax rate on millionaires. Opponents said it would stifle spending by the job-creating well-to-do, a notion Buffett ridiculed in the new editorial.

"So let's forget about the rich and ultra rich going on strike and stuffing their ample funds under their mattresses if ? gasp ? capital gains rates and ordinary income rates are increased," he said. "The ultra rich, including me, will forever pursue investment opportunities."

Buffett, whom Forbes ranks as the world's third-richest person, is the chief executive officer of Berkshire Hathaway Inc, the ice-cream-to-insurance conglomerate that employs more than a quarter-million people around the world.

He acknowledged in Monday's editorial that some people like him might stop investing as they wait for Congress to act.

"In the meantime, maybe you'll run into someone with a terrific investment idea, who won't go forward with it because of the tax he would owe when it succeeds," Buffett said. "Send him my way. Let me unburden him."
